Let's start with this.

Democrats believe that more power should be given to the federal government. Republicans believe in smaller government and more state powers.

Barack Obama certainly believes in larger government, but so does George Bush, judging from his policies and actions. There is a similarity there.

No Child Left Behind, USA PATRIOT Act, and Military Commissions Act is not really an endorsement of smaller government.

Beyond that, they both believe that the war is necessary. Ergo, they are both pro-war.

George Bush and Barack Obama seem to hate the Republican party, based on their actions.

ie, George Bush's constant stupidity and Barack Obama's general dislike of Republicans.

Judging from all of this, it's a little hard to say that George Bush was a bona fide republican.
