You could try taking the disc into any Game shop, where they have proper buffing machines. It's not a guarranteed fix..But it's alot more likely to work than cleaning it yourself.

It's a decent game. In terms of awe and scale and on many other notes it's a great achievement..However, it doesnt quite have that hook that Oblivion had, for me atleast.
