This used to be the case, but has proven to not be true anymore, because the things they both typically fight take special hits better. That, and Kyogre can't buff anywhere near as fast as Groudon. Rock Polish and a Life Orb, GG, you outrun and wreck everything.

 

Oh, well, I did actually just mean that I much preferred Kyogre over Groudon, but alright, then. It's true that I haven't really used Groudon much before...
