From One Piece, my favorites are Luffy Sanji Sogeking and Franky. Naruto has Shikamaru. Mainly because he's not some kind of killing machine/retard. I still hate the series with a strong passion. Sakaki and Osaka always made me laugh in Azumanga Daioh. Excel from Excel Saga was funny...

Too many to count, but if it's my favorite, out of every, it would have to be Taishi from Comipa (aka Comic Party)
I mean, he's got green hair, cool/weird shades, occasional speaks in engrish (and often in nonsense even when it's Japanese nonsense), and we wants to CONQUER THE WORLD THROUGH DOUJINSHI. You know, the kind of "conquering" that establishes peace and prosperity through the free interchange of ideas with the world's most perfect form of communication, DOUJINSHI! He even gets Kazuki to join him by making grandiose speaches like that in public until Kazuki agrees just to make him stop.
