Well got two:

1st is the insane villain from Azuimi 1, not even going to try and spell his name, but he is the funnest villain you will ever see. The line "My god she's beating me, this is amazing" (who the hell is happy when someone is beating them) is one which will go with me to my grave

2nd is Ming from Infernal Affairs is good, just because he is so cold and evil, but not in the over-top way many other villains are

Moving on, Alex DeLarge from A Clockwork Orange is great as both hero AND villain. Darth Vader is awesome, but the most ruthless would be society in general, from Pink Floyd's The Wall.

could be a toss between The Goblin King ( in The Labyrinth/ played byDavid Bowie)
and or Dr. Frankenstein ( in The Bride / played by Sting, and no Sting was not the Bride) lol
and Captain Hook ( in Peter Pan, played by Jason Isaacs ).

they are all so deliciously creepy and play good villains.

Kevin from Sin City. He didn't say anything in the movie, but goddamn he was scary as hell.
Didn't help he was previously a hobbit either.

And maybe that prince from Dragonheart. But he wasn't really evil. He was just a major Douchebag.

He's the Devil's son for crying out loud. How much more evil can you get?

Plus, he can kill people without even touching them. He just knows they are going to die, and then they die. Nobody can friggin' touch him!

However, he does lose a few points for the fact that he's a toddler.
