I can't get windows 7 to install.
I can't access any of the BIOS settings.
I can't get my old windows 7 copy to boot.
I can't repair my old windows 7 copy to make it boot.
For some reason, the onboard graphics don't seem to work. I can only get visual output when my graphics card is plugged in.

And it's entirely situated somewhere with the new CPU and Mobo, as the second I plug my old CPU and Mobo back it, it loads perfectly fine.

What do you mean by can't get windows 7 to install? How far does it get to that process?

With the motherboard not getting power, pop the small round battery out of the motherboard for about a minute, this should reset the BIOS, and may help.

Your motherboard probably has a small LED screen that flashes different numbers, or if not, probably beeps out an error code. Look up the code it's giving.

No beeps, and no screens/error codes. The computer itself runs, i.e I can run the windows 7 installer and I can run Ubuntu off a USB fine. I just can't get windows to work.

During the installer, it stops at the 'Expanding windows files (58%)' point, sits there for 5-10 minutes, then outputs error code '0x80070017 Files missing or corrupt'.

This computer has genuinely stumped me. It's like a hydra, every time I think I've fixed an issue, a new one appears. Everywhere I go I'm met with brick walls and useless computer forum posts from 5 years ago. I'm seriously regretting this upgrade now.

It's possible the DVD you are using has faults. Try grabbing an ISO for your version of windows, burning a new DVD, or installing via USB key
