Luckily, I work in the field of learning disabilities, anxiety and depression. What you want to do is get evaluated first by a psychologist or primary physician for a referral to a specialist. Once they figure out if you do have a learning disability take it to your counselor/ academic advisor. As for the financial aspect, see if they can work with you on setting up a payment plan.

my sleep schedule is fairly regular, in bed by 1am (usually not asleep for another half-hour to full-hour, depending on how sleepy i am) and awake by 9-10am

naps throw off the time i fall asleep, but not the time i wake up

Yeah, I actually started noticing that I miss certain details from inattention. Details that I stare at constantly but my mind ignores it and switches to other tasks. I have an eval coming up for ADHD.
