well... I AM on nearly 24/7, but that's not really a requirement of leading.

I think once upon a time, it was a requirement that leaders should have played at least 5 rounds before given the opportunity to lead, and log in at least twice a day.

from what I've seen out of zsil, He does just that. So he's active enough, just people keep declining to be kira.

Leading is a lot of work, especially just before the game starts, and turn zero.

You've got set up, sending LOTS of PMs, making a suspect/ hit list, figuring out which roles the people on your team have, and how to use those roles to your advantage.

Zsil hasn't been playing this game very long, nor led here, My guess and my assumption is, that he's picking Kiras that are VERY experienced with this game to help him with tips and things to help him lead, and for some reason or another, they decline. I hope Zsil gets a Kira to say yes, soon.

there WAS at one point but the people in it never played, and they were deemed unfair to people who wanted to sign up but missed it because the 5 permy players were wasting slots

Though the only flaw I'd see in that is blacklisting. Everyone on the permanent sign-up list would be added to the round's sign-up list unless they've been blacklisted and that would be up the round's GM to keep track of.

Edit: Then there's what you said. If they don't play then they'd be removed.
