Someone told me once that the reason Microsoft are giving out Windows 10 as a free upgrade for 7 & 8 users is because they want to turn it into a subscription service.

I've never looked into this, has anyone else heard anything like that?

They are offering a one year window where anyone with a 7+ license can upgrade to Windows 10 free of charge, if you wait until after that, it will cost you to upgrade. Concerning Windows as a subscription... There's only been rumors and speculation. Mostly about the version after Windows 10. Many things are changing, nothing is written in stone, and until such time as they decide what they will do and actually tell us, there will just be rumors, speculation, and interpretations of what little they do say.
